- 1 package (1 lb) phyllo dough, thawed

Instructions
- Preheat the oven to 375°F (190°C).
- In a mixing bowl, combine the softened cream cheese, cranberry pepper jelly, chopped chives, salt, and pepper. Mix until well blended and set aside.
- Unroll the phyllo dough and cover it with a damp cloth to prevent it from drying out. Take one sheet of phyllo and brush it lightly with melted butter. Layer another sheet on top and brush with more butter. Repeat this process until you have 4 layers.
- Cut the layered phyllo into squares, approximately 4×4 inches. Gently press each square into a muffin tin, forming a cup shape.
- Fill each phyllo cup with a generous spoonful of the cream cheese mixture.
- Bake in the preheated oven for 15-20 minutes, or until the phyllo is golden brown and crispy.
